Hilary is the Program Director of the California Collaborative for Public Health Research (CPR3). CPR3 is dedicated to understanding the long-term effects of the COVID-19 pandemic on individuals and communities throughout California by bringing together UC investigators, policy makers, public health experts, and community members.

From 2014 - 2020, Hilary managed a large-scale program funded by the Bill and Melinda Gates Foundation in Bihar, India at UCSF Global Health Sciences in collaboration with PRONTO International, which focused on improving quality of obstetric and neonatal care through mentoring and simulation training.

From 2006 - 2014, Hilary was a data analyst at UCSF Global Health Sciences, where her work focused on HIV/AIDS prevention, in collaboration with partners at the CDC. Hilary designed and led dozens of technical training workshops and studies throughout PEPFAR countries including Kenya, Tanzania, Mozambique, Namibia, Botswana, Rwanda, Malawi, Cote d'Ivoire, Russia, Ukraine, Thailand, India, Antigua and others. Hilary's expertise was in using statistical methods to translate large, disparate sets of data for in-country decision making purposes.

Prior to that, Hilary was an epidemiologist at the San Francisco Department of Public Health working in the AIDS Office.
