Prior to this position, Ms. Frank was the Finance and Compliance Manager and Senior Program Manager for Surveillance at the Global Strategic Information group at IGHS. In this position, she was involved in overseeing HIV surveillance projects in the Dominican Republic and Mozambique. She led the development of HIV surveillance training materials, the HIV surveillance toolbox, and has led data synthesis projects in Rwanda, Nigeria, and the Democratic Republic of Congo which included GIS mapping components. She also served as project director for an San Francisco Department of Public Health research study among AIDS patients.

Prior to coming to UCSF, Ms. Frank was part of the surveillance team at the CDC's Global AIDS Program in Atlanta and Angola, specializing in HIV behavioral surveillance surveys among higher risk populations and HIV prevalence surveys among women attending antenatal care. Her range of international experience includes field supervision for a survey in Honduras utilizing respondent driven sampling among men who have sex with men and female sex workers; cluster sampling among the Garifuna; and systematic sampling of people living with HIV or AIDS. She also contributed to the Guyana Ministry of Health's implementation of a patient monitoring system for HIV care and treatment, and acted as technical reviewer for research protocols from implementing partners in Uganda.

Her experience as a Peace Corps Volunteer in Paraguay solidified her interest in international health issues and led her to a Masters in International Public Health and a Masters in Business Administration from Johns Hopkins University.
